Regarding 'happy eyeballs', I heard at the last IETF meeting from Microsoft mouth in a public WG that next IE (perhaps even 9.0 -- not sure) will implement 'happy eyeballs'

Implementing happy eyeballs in the OS has sense only when applications use API based on FQDN and not IP addresses. Mac OS/X applications often do not use socket API hence it is efficient for Mac OS/X to implement happy eyeballs in the OS, less sure about Windows
