Given these two prefixes at the top of the report:
Prefix AS Path
604:d600:602::/48 4608 1221 4637 32098
2400::/6 4608 1221 4637 32098
I suspect the first prefix is there because they forgot to type the
leading '2' (604 probably should be 2604), the second prefix might be
because the trailing '4' was omitted when typing something like
2604:d600:xxx/64 on a router to router link.

My guess would be the lack of proper filters at multiple borders.
