Nominum DCS has never handed out sequential IPv6 addresses; it's always
been random allocation.

Well, yes - that's the point of a DHCP renewal, regardless of whether
it's IPv6 or IPv4. Unless you are getting temporary addresses, of
course. Or unless the server has been configured to force address
changes, or the host has changed subnets.
