Don't get confused by name. Dhcpcd started as a DHCP client but now it's
a sort of lightweight network manager, managing both IPv4 DHCP and IPv6
SLAAC (with support for RFC 7217) and DHCPv6.

So here you use the dhcpcd just as a user space SLAAC impementation
instead of the kernel space one, that is turned off upon dhcpcd start.
